How do I create cross-project release/version in Jira?

I'm trying to do the above. On the Jira help resource, the initial steps are as shown below. However, I cant find where "plan" is in the "plan > Releasese > + Create release" mentioned in Step 1 below

Anyone has experience with this?

How to create a cross-project release

Create cross-project releases by following these steps:

  1. Go to your plan > Releases > + Create release.
  2. Select the release name, choose Cross-project release.
  3. Click Add and select the projects that will be sharing this releases
  4. etc

Have you got Portfolio installed and licenced?

No we don't. Sounds without Portfolio, this is not possible, is that correct?

Correct.  Plain Jira considers versions to be completely project objects.   A version in one project has nothing to do with one in another, even if the name is identical.  Portfolio layers some linkage and commonality across those.
