How to use scriptrunner to notify an assignee of a completed dependency that status changed to done?

How do I setup a filter using scriptrunner that will show issues with the following conditions:

1. linkedissue is "is depended on by"
2. changes from status of development to done or cancelled
3. in an active sprint

Also, need to notify the assignee on a different linked ticket that has linkedissue of "depends on" which is linked to the one that has "is depended on by" that the "is depended on by" issue has moved to done or cancelled.
