Cannot select folders when trying to run "Test execution scorecard by folder" report

When running the legacy report "Test execution scorecard by folder", the data is displayed correctly on the report but only shows 1 folder per run, however if I switch to the new report of the same name, I am unable to select any folders to add to the report. If I remove the Project from the project line, I am then unable to add the project back in again, unless I close the report and then select it again, however the folder line does not display any folders to select.

This is being run on Internet explorer 11.64.16299.0, JIRA v7.3.3.

Edit: This appears to be related to Internet explorer, as using google chrome allows folders to be selected and added and the report generates the correct information. Google chrome crashes though, so its give with one hand and takes away with the other
