I'd like to create a jira task using jira api. Where should I go to do this? what setup will I do?

You can refer to the documentation The Jira Cloud platform REST API

Then it depends on how you want to integrate it, is it in a peace of code or simply from a REST tool like Postman.

You will need to create an API token that you can create from the Security Tab in your profile assuming you want to use your own account to do it.
