I want to change the default for this setting at org level:

That does not appear to be an available feature, and I'm not finding a change request about it in Atlassian's public backlog.
I recommend that you either open a support case to get a change request filed for this, or provide feedback directly to Atlassian through the Jira app Help option where there is a link to provide Feedback.
