Deactivated users not appear

Question

I have a user who, when I try to invite them to join our JIRA, tells me the account is deactivated and I need to reactivate it.
When I go to the deactivated accounts section, this person's account doesn't appear, and I can't reactivate it.

What's happening?

It's a Jira Cloud account.

Im org admin. but not appear user for re-activated
