As site admin I am inviting a user to Atlassian COnfluence Jira service managment. the user is not getting the e-mail I am resending it still not getting it?

Is the mail ending up in spam or junk folder at the user?
Otherwise contact Atlassian Support on this and see if the usrr is on a blacklist
