As an admin, I am not able to change a user's full name.
I tried id.atlassian link and still I was not able to do that.
Can anybody help me in this?

Only the user is able to do this, not even an admin.
This can be achieved by using a the verified domain claim, then the users are managed and from the user directory this information can be set.
If you are not using the verified domain option the users are in Atlassian only and the user is in charge of there personal settings.

In Jira Cloud, user profile management is now handled through Atlassian's centralized identity management system. As a result, administrators no longer have the ability to directly update a user's name within Jira. However, users can modify their own full name by following these steps:
To update your full name, log in to https://id.atlassian.com/profile/profile.action and navigate to Profile and visibility within Account settings. From there, you can edit your Full name

one another thing, this issue raised because we had a user with an email id, let's say, abc@tint.com
He was added as a user on Jira, and then he resigned.
We gave that same Id to the new user, we have suspended & removed that account from Jira a long time ago,
but every time, we add this email id again on Jira, it pulls the same old account.
This would be an issue that you can't fix yourself.
