Missing "Add System Rules" drop-down

Question

Hi,

I'm trying to cut back on our usage of automation actions.  I have two Jira Service Management projects and when I go to Project Settings > Automation and click the three dots, I am not seeing the drop-down item to "Add System Rules".  I can see this on other projects but not on these two?

Thanks for the reply.  Can you elaborate on "possible configuration constraints"?

* I'm an administrator of the project (as well as an organization administrator).
* The projects are both "Service Projects", just like all the others.
* We're approaching our automation plan limit but I don't understand how this would cause the "Add System Rules" to disappear.
