Can you add a custom field that's displayed as a dropdown when creating a request form?

I can't figure out how to customize a field to make it a dropdown with a list of specific values the front end user can pick from.

For a dropdown field, you can create a select-list(multiple choice) custom field with a specified list of values in Jira. It will look like this:
