Adding Users to Project Roles and Creating User Groups in Jira

I am looking to add users to a project role. I have set a condition in the outgoing transition allowing only users in a specific group to execute it. I want to establish a new user group to include my preferred users. I am uncertain about the process and would appreciate step-by-step guidance, as I am new to Jira.
