Add User to a project for Read-Only access without assigning a license

Hi - I have a Jira SM project which I'd like to make it available to all our internal employees without assigning a license to them. It's more of a Read-Only access so that they can view all the tickets in that project. Is this possible?

I do not want to turn on "Anonymous access" since it'll make the project public.

@Swaroop Kumar I can see this being done in two ways

1) if you made all of your internal employees Customers for JSM, and then have the tickets all belong to the same organization of your employees, and then shared with the organization, the system could be setup so your internal employees could see all the tickets from the Help Center/Portal.

2) if your internal employees have Jira access, they can be setup as 'Collaborators', where they are not JSM Agents taking up licenses, but can view and comment on the tickets in JSM.
