I am creating a new issue type, that needs to have all the development team assigned as watchers.
Is there a way of automatically assigning users as watchers within a workflow or for a specific issue type

Would you consider an automaton rule for achieving that? for example
@Tessa Wiggin _Bynx_ to do it in a workflow you would need to purchase an app. You can use automation to add watchers. If you need help making the automation let me know.

First make sure you got the right permission to implement the automation rules.
"Anyone who has the Administer Jira global permission can create and manage automation rules across all of Jira."
Second, follow the steps below to set it up1. Project settings > Automation
2. Select Create rule
3. Select Issue Created
