Using Smart Values To Import Excel CSV Files

Is there a way to use Smart Values to develop script that can import Excel CSV data?

Do you mean using an automation for Jira rule?  If so...

No, that is not possible directly from an automation for Jira rule.

If you have a REST API method that could be called which provides the data from the CSV file, that could be called from a rule to do as you ask.  However it would have a limit of the number of issues which could be processed.  Please look here to learn more about using the REST API from a rule and on the limits:
