out of office functionality in Jira service management.

Is there some sort of out of office functionality in Jira? In case of assigning a ticket to someone who's on summer vacation, or parental leave for example. Could this either be notified to the reporter somehow?
Could you set up temporary substitutions on a user? Not in cloud.

Unfortunately, there is no native out of office functionality in Jira. However, you can look for options in the Atlassian Marketplace.

In fact, I'm the product manager of Out of Office Assistant for Jira Cloud, which solves precisely the use cases that you're asking for. When a ticket is assigned to somebody who is on leave, the app can:

Notify the reporter with a comment in the issue
Reassign the issue to a delegate owner (coverer)
Replace the absent user for JSM approvals

You have posted this question for JSM cloud, but you've also written that you're not in cloud. If that's the case and you're on Data Center, you can look up a very similar app from our friends at Akeles.

Jira doesn't have this and probably won't anytime soon.

The DIY route: create an "Out of Office" project, have people file issues with their absence dates, then build an automation rule that checks for active OOO issues when a ticket gets assigned. It works but it takes a couple hours to set up and it's fragile.

For auto-reassignment specifically, check out Out of Office Assistant on the Marketplace. It handles JSM approvals too.

If the real question is more like "how does a manager know who's available before assigning work," that's a different problem. You want a team calendar, not a reassignment rule. I built TeamOps which has a team availability view alongside leave management. But honestly, even a shared Google Cal with PTO entries would solve the visibility problem if you don't want another app.

For your scenario (someone assigns work to a person on vacation), the reassignment app is the quickest fix. For preventing it from happening in the first place, a calendar view during sprint planning is the better answer.
