If we are disable the permission to schedule issues, the due date field is available for viewing in this case, if it is filled.
This permission allows people to set or modify the value of the Due date field on your project’s issues.
But then it is not possible to create a due date if the due date is empty.The idea is that the assignee can set a due date, and then only the administrator can change this field.
How do you think, is it possible?

If I am understanding you correctly, then you want all users to be able to set a field but only administrators to change it.
This can be done with OOTB Jira by putting the Due Date on the Create screen. Then have a different screen for Edit. Then only have the field Due Date on a transition screen which the administrator has alone permission to do/transition. (This transition can be a loop back to the same status).
I do not think that you can only lock the Due Date field AFTER a value has been put in it (and only have administrators be able to change the value), at least not OOTB Jira.

Yeah, correct, but in this case users should fill in due date only right at the time of creation process,
Sometimes the assignee understands these dates only after transition issue to progress.
I tested all such cases, but I could not achieve such a solution, when the field can be filled at any time, and then limited to editing(

If the users should only be able to fill out Due Date at the creation of the ticket, then my solution will work. You will need to limit access to the transitions where the administrators can change the Due Date by using "Condition" in the transition (like "User is in project role".
