Allow Automation For Jira to Approve issue?

I'm getting an error on an automation that previously worked:

I must be missing something in the documentation because I cant find how to give the Jira user permission to approve issues, much less give another user this permission!

So, this sounds like there is Issue Level Security applied to the project - can you confirm?

Also users who are trying to update this field manually are unable to search in the user picker, it returns no options instead of displaying relevant results.
