We have a user portal where they will submit requests. Is there a way to enter multiple name/email address on a single field? The name/email address is from external so there are no records to populate. Sample below:Email Address field: mark@gmail.com; john@yahoo.com

You can't add multiple entries to a single select list field such as a user-picker.
But your field looks like it is text, so you can simply type in whatever you want.
