I'm the user of free cloud version of confluence.
I want to install an app via the app descriptor URL upload and I'm getting the following error:
A long-running task has been initiated by another user. To avoid conflicts, you will not be able to update apps until this task has completed.
I think the issue is related to:

But since I'm on the free version, I am not entitled to receive direct support. Can anyone help?
