I am trying to set a blocked swimlane for a project board, when i go to settings it doesn't seem to have the option to do so. Is anybody able to help?
Hi Kelly - Welcome to the Atlassian Community!
Out of the box boards with Team-managed projects have limited ability with swimlanes. You can set swimlanes by using the Group by function in the top right.
You can base swimlanes on these items, but beyond that you cannot control them.

You are welcome. You can create a second board - you just wouldn't be able to get to it directly from your project though. Here's more information if you are interested:
