Newest JIRA Issue View - When pasting an attachment there is no prompt to name the attachment

Since the "new issue view" was rolled out a while ago (which by the way I resisted for the longest time) - when I paste a picture file in a comment and the description - JIRA assigns a generic name.  I used to get an option to name my attachment.

 

Just checking is there a setting that will fix this?
