There are any way to build a real Kanban board like the one bellow in Jira Cloud Software?

Not exactly, but you can get close. Just create a a different status in your workflow for every column on your board. You won't be able to do dotted lines or have a single name across two columns, but you can duplicate the name for each: Desnvolv Em Prog and Desenvolv Feito for example.
Your swimlanes would be based on the JQL you provide.
