How to turn on background re-indexing on a new JIRA interface?

I urgently need to do this, but on a new JIRA I don't even see the option to do so, looks like an outdated manual

When you say "cloud app", do you mean the Jira application, or some other app?

Issue creation includes indexing, so I don't think you're looking at an indexing problem at all here.
