Is there a way to automate the worklog description?
for example if worked is logged an the worklog.comment field is empty to add there the issue.summary?

As previously mentioned by @Bill Sheboy
It is not possible to edit worklogs with an action using JSON. There is a suggestion to add this feature: https://codebarrel.atlassian.net/browse/AUT-1268
As a workaround, you could send a web request to call the REST API, passing in the worklog ID to edit the entry. Here is some information if you want to try that approach:
Of note for your condition test on empty comments, there is an open defect related to text fields that have been cleared, and so the EMPTY test does not work in that case: https://jira.atlassian.com/browse/JRACLOUD-74809
As a work-around for that issue, consider updating your condition test to confirm if the comment length is zero: {{issue.worklog.last.comment.length()|0}} equals 0
