I've been seeing this for the last couple days, it seems similar to

The interesting thing is that it happens *only* when clicking to view an issue from a list of filter results, i.e., when the URL includes the *filter=<number>* query parameter. If I go in and edit the URL to remove that, the scrollbar appears. So I think the "Return to search" element in the upper right is interfering with scrollbar display somehow.
I've reproduced this in both Firefox and Chrome.
Have you reported to Atlassian Support?
