Can comment visibility be restricted in Jira Cloud?

I cannot find a way to do this.

is it possible that you‘re using a next-gen Jira project? It‘s not (yet) available there: https://jira.atlassian.com/browse/JSWCLOUD-18778

For the classic projects, it should work. I don’t have the doc links at hand right now, but let me know if you need further help.
