I have granted edit permissions to a user, but they cannot change the status

Question

I have granted the permission to edit issues and close issues to an individual user in Jira Service Desk, but they still cannot perform the functions.  Can they be Jira Software users and perform these functions in a service desk project, or must they be jira service desk agents?
