Confluence language displays in mixed Russian and English

Hi,

My Confluence pages displays text in mixed Russian and English.

Same as someone described here for Swedish:

"Confluence language displays in Swedish no matter what language is selected" 

However, my "browser language" is not Russian at all, its Hebrew.

From reading here:

It says:

The language set in your browser. The browser sends a header with a prioritized list of languages. Confluence will use the first supported language in that list. Confluence administrators can disable this option by setting the confluence.browser.language.enabled<span>&nbsp;</span>system property to false. 

I think there's some issue with recognition of list somewhere.

For now I just want to change "confluence.browser.language.enabled" to false,

but the instructions are for locally hosted server,

and the one I use is hosted at atlassian.com,

How can I change it ?
