Is there a way to sent a weekly memo to all the partners on the trello board on what needs to be done until Friday?

Ok we have the cards but I need to sent a memo each Monday to everyone on what is left behind where he/she needs to put his/her attention.

You could explore Trello Automation to set some reports. :)
Depending on what you need, there are some alternatives that you could try. I'm giving you 2 examples here using scheduled automation and due dates automation.

To do so, you will need to go to the Automation button on your board > rules.

For Schedule reports - For example, you can create a scheduled automation to send an email every Monday to every member of the board with the all cards due in less than 5 (or 7) days.

For due date automation - Another option is to create a rule that when a card has its due date close, it will send an email message to the card members (or everyone on the board). For example:

on the monday of the week a card is due, send an email notification to every member on the card with subject "Report" and message "{cardname} is due this {{cardduedate}}"

I need a memo that has nothing to do with the cards. I want to pass a different message each week to the members of the board

Hi Ioannis! Sorry to hear that that is now exactly what you are looking for! :(
Natively Trello has those customized reports I mentioned, but not something like a memo in the way you need. 
You may find something in the 3rd party Power-ups, although I'm not sure if there is one like that. But you can export the possibilities here and see if there's one that may suit what you need: https://trello.com/power-ups/category/analytics-reporting
