and yes, this course is free and after completing the learning path, pass an exam to receive the Jira Fundamentals badge.

Though the link is only specific to the course path.

There is nothing about certification in this.

Although when i search for certification exam, it costs around 100$.

The free one is Jira Fundamentals badge but the certification that you are referring to is USD 100 (this one: https://university.atlassian.com/student/activity/1617204-atlassian-certified-associate-jira-software-essentials-exam-details).
