This question is in reference to Atlassian Documentation: git-svn problems on Mavericks

This article is incorrect for El Capitan. Because the /System/Library directory is locked, even to root, the following is the correct solution for the new version of OS X.

sudo ln -s  /Applications/Xcode.app/Contents/Developer/Library/Perl/5.18/darwin-thread-multi-2level/SVN /Library/Perl/5.18/darwin-thread/multi-2level/SVN
sudo ln -s /Applications/Xcode.app/Contents/Developer/Library/Perl/5.18/darwin-thread-multi-2level/auto/SVN/ /Library/Perl/5.18/darwin-thread/multi-2level/auto/SVN

I used the same solution as yours on Sierra with XCode 8.1
