I think you are on the right track with Jira Service Desk (JSD) :-)

And that doesn't seem to be available on JIRA Cloud. . . so, "regular" JIRA on Iron ??

Jira Service Desk is a separate product that sits on Jira and requires a separate payment and installation. But it is available for Cloud.
