After upgrade to 6.9 templates are available on only on dashboard

On any page, clicking Create from template (either from user interface or using a button with the macro) returns an empty popup. When you click Create from template again, you are directed to site dashboard, and all templates are available (so they were copied from the old instance). If you don't select the location, the page is stored under your own profile. Luckily we have open profiles - otherwise several pages would already have gone missing.

On our old Confluence instance, templates are available on any page.
