we contact the Org Admin (FV Oman) and they confirm that no thing can be done from their end ,
we still can not logging by using the email : "HTO NOC Team" <HTONOCTeam@htoman.com>
also the authentication code can not be received , can you support to sharing another method to access ?

This is an end user forum and not Atlassian support, just for clarification.
Having said that, user accounts must have an active email account and be accessible by someone directly to accept the invitation and finish setting up the account in Jira. Distribution email lists and not a good idea to be used because of that.
What are you trying to accomplish with using a generic email like that for a user account?

What error message do you get when you try?
Are you trying to log in to the Jira Service Management customer portal or are you a JSM Agent?
