Test steps is not displayed in the Testcases and unable to add the test from Testcase execute and add cycle button missing in the testcase and also once after cloning unable to do update the same testcase as steps are missing

This seems that the test management app used in your instance has an issue or is disabled for the space or a payment might not have been done.
Check with your Jira or Organization admin.
Which app are you using, check if the app vendor has a status page if there might be any issues on their side?
