I used Tempo, then my license expired. I tried to reactivate it and even subscribed, but whenever I try to set it up, I get the attached error.
I spoke with Tempo support and they told me everything looks fine on their end, and that I should check with Atlassian instead.
What can I do?

To get support you should raise an issue at https://support.atlassian.com/contact to get to them directly.
