As Jira frequently shuffles it's UI. Most, if not all the documentation on getting this done seems to be completely out of date. I'm on Jira Cloud, have the Xporter tool installed, I still have no idea how to get a CSV or XML of the X-Ray tests with steps included.

What you can export from Xray is whatever the plugin permits. It is not related the changes to the UI in Jira (although I appreciate that it makes it harder to find things in general, that things keep moving around).
