Edit number of users in JXL app on Jira

I have the JXL app on Jira. The Jira app itself has 14 users. However, JXL is only used by 2 people so only needs to have 2 users. However, I can't see how/ if I can edit the amount of users for just the JXL app on Jira. Please could someone help? Thank you in advance.

This is how the licensing model works within the Atlassian Saas solution.

Apps are priced, based on the number of seats in Jira.

There is no option to license apps for only a certain number of users.
