Restrict reporters to users in the project

Hi. I have 3 different projects, each with it's own set of "reporters/organizations". When we pick up cases via phone, we log them in to Jira manually.

Let's say we have Projects A (with associated users 1,2,3) and B, (with associated users 4,5,6)

When an agent goes to Project A, when selecting the reporter, why is he able to see all 6 users? This is very confusing as 4,5,6 are not associated with this project and it should not be possible to select them as reporters. Is there any way for me to restrict only users 1,2,3 to project A? And 4,5,6 to project B?

Is this a permission issue? Can you point me at exactly what I should modify?

Here is a "real life" picture , none of these users are associated with this project, in this project I only have one Chris which is not even visible..

For everybody wishing for this feature, this is the official response I received from Atlassian 08/04/2025

Unfortunately, I must inform you that restricting reporters to only users within the project is not currently possible. We do have an open feature request for this ID: JRACLOUD-81318 , and I would encourage you to vote on it to stay updated on any progress. I will ensure that this feedback reaches our Product Management team.
At present, we don't have an ETA for when this feature might be implemented. To learn more about how customer feedback influences our product planning, you can refer to our feature policy.

What is your Modify reporter permission set to?
Which groups belong to the browse users and groups?
Are these projects both Open?

- I don't have a browse users and groups, only browse projects?

- Project A is open, it must be as I need to catch all tickets, even from people that don't yet have an account. Project B is restricted

ok, I found the browse users and groups permission in the global administration

It's the "jira-servicemanagement-users-unicontrol-io" permission that give all my jsm agents permission to browse them.. as they should, many of them work in both projects, so they should be able to see all "reporters", but when working in one project, then only reporters of that project

The browse users and groups is under your global permissions. To access this, you need to be the Jira admin. Then you would select Settings > System > Global permissions
