When creating/editing a request type, you can add instructions in the request form.
Does anyone know if there is a way to get that to show in the issue view?

That would be useful for sure, however, I'm not aware of a way you can get that specific "instructions" section to be added on the issue view, as to my knowledge it's not a "field" as such.
You could, however, create a similar custom field yourself that may work how you want it, potentially using something like the "Message custom field" (either for the edit or view screen, depending on where/when you want it to display) and have the same set of instructions by putting this in the "default value".
Then depending on your field scheme set up, and how many request/issue types you have you may be able to display this on specific types should you require it.
This is a general view, of course, without further context on your requirements, there may be an alternate use case you have where this might not work and of course depends on your current setup. Any further information you can shed on this would be very helpful, on the scenario, use case and end goal you hope to achieve here.
Note: This field is pretty good as it allows you to add the default value, and display HTML or rendered wiki markup.
