I would like a "browsable" list of all of our Confluence How-to-Articles available to our users on our JIRA Customer Help Desk. i.e. allow them to see something like this:
How To Articles:
And have them all hyperlinked to the actual articles.
Any suggestions?

Try to create a Confluence page, set permissions to read only, and fill this page with links, you can mask them with description text like
Finally, link page you crated somewhere in customer portal so your users could see it
