Connection Issue Types Not Always Accessible in Automation "Create work item" Action

Hello!

I'm not sure if this limitation is expected because of Beta or a bug, but it leads to having to maintain a lot of duplicate rules.

Scenario

1. Create an automation rule
2. Set scope as a single project rule
3. Set it to a Jira PD project
4. Add a create work item action
5. Notice you can select Connection issue types 
6. Update scope to be a global, multiple (all JPD projects), or project type (Jira PD)
7. Go back to create work item action
8. Notice you can no longer select Connection issue types 

Workaround

1. Automation that you can maintain in 1 rule now has to be duplicated for every single project you want to apply it to
