I am not entirely sure what you are trying to achieve, but - if I understand you correctly - sure, no problem.
You can see JPD as a container to manage the product backlog with ideas before they get built. The delivery work then gets managed in Jira spaces. The delivery tab of an idea allows you to connect the ideas in your JPD space(s) to work items in Jira, ideally at the epic hierarchy level or below. It does not matter where these delivery work items are in Jira - they can be in one or in multiple spaces, company or team managed.

In my experience, Jira Product Discovery (JPD) it typically used for portfolio management, spanning many Products and / or Projects.
While one could create a separate JPD space to map to each to Jira one (e.g., a software space), that may get expensive quickly. JPD uses a separate, per-seat licensing model for people who manage the Idea work items, more similar to Jira Service Management (JSM).
Thus, if each of your Jira spaces is managed by separate product team members, each person would likely need a licensed seat with Creator permissions. All of this depends upon your specific license level for JPD, independent of your licenses for Jira.

The short answer is YES to both of your questions. Here is how that looks in practice:
As Walter pointed out - You can absolutely set up a 1:1 relationship between a Jira Product Discovery space and a Jira Company-managed space.
This is a core part of the JPD workflow. You can manage your "Requirements" (which we call Ideas in JPD) and map them directly to the delivery work in Jira.
You define and prioritize the requirement as an Idea in JPD.
Once an Idea is ready for development, you can use the "Delivery" tab in the idea view.
From there, you can either create new work items (Epics, Initiatives, Stories) in your target Jira space or link existing work items.
This creates a live link. You will be able to see the status of the Jira Epics/Initiatives right inside your JPD roadmap, giving you visibility into progress without needing to switch contexts.
