Smart commit not generating a notification email

After using a smart commit on checkin, the assigned reviewers are not getting an email notification. I believe this is becuase the review is in draft mode. How do I get the smart commit to start the review and send notifications?

Either set up default reviewers in the review project, or specify reviewers in the smart commit message (reference: https://confluence.atlassian.com/display/FISHEYE/Using+smart+commits)
