Re-index status percentage goes on decreasing after showing 99.9%

We had our svn box was migrated to a new VMware server host. So we took this opportunity to purge the legacy unused branches. Now in Crucible we started to re-index (sadly, without excluding the purged branches) after the svn host move. It showed 99.9% after some time. All happy. However, in recent days, the percentage of completion is going on decreasing. Something we are not used to seeing.

Could anyone help us understand why this is happening ? Any guidance on this will be helpful.
