Is it possible to restrict Crucible reviews to certain groups, but still allow the titles to be visible to all users?

We have Crucible permissions configured so access to the reviews are by Group only.  Is it possible to keep that configuration, but still allow just the review titles to be visible to all users in the Review Dashboard?

Not really, there is one "View" review permission that controls access to review contents and its title.  Feel free to raise improvement request in https://jira.atlassian.com/browse/CRUC if you think this is something more users would benefit from.  But honestly I can't see a large demand for so granular permission checks, I can't see any use case where such feature would be really useful.
