When file system used as crucible repository. Changes to source files not showing any indication of File Outdated in the code review window.

Is the feature of File Outdated not supported for File System based repository?

Filesystems do not have a concept of versioning. When you configure Crucible to point to a filesystem, it can only ever read the "current state" of the files.
