Create review that defaults author to commit author

The crucible 4.3 documentation states:

"The author of the commit becomes the author of the review, if Crucible is aware of this user. Otherwise the creator of the review becomes the author."

We have yet to be able to recreate this documented functionality. All of our users are mapped to their respective commit identifiers. Is there something else we need to do to enable this feature?
