Cannot create Crucible Reviews

Cannot create Crucible Reviews. When a user who has access to the project and has the right permission schemes tries to create a review they get the error:

An error has occurred

Error

You do not have permission to create reviews in any project.

You are running release CR2.8.2 FE2.8.2 (20121005010724 2012-10-05), please report your release number when reporting bugs.

On our side, the problem was caused by the user not being a "Crucible user". If you look in Administration > Users, there may be an asterisk after the user name. To change that, click Edit at the end on the line, check "Active crucible user" and click Apply. If there is any reason the user cannot be made active, you will receive a message (here, there were no more user licences).
