Release Management Cross Segment Enterprise Releases

I am seeking a work item type that can be used to "CONTAIN" committed work for a release path.

Prior Tools we used RWI, release work item where teams would put scope into RWI as Contained by the RWI, Which captured the COMMITTED scope for a release path and the RWI was managed by the Release Managers. 

I manage a team that supports Big DB applications and Platforms that will always be interdependent on other apps and will never be CI/CD. Testing must align across the org along with timelines and milestones.

I cannot do that unless I have a way to see all scope declared and testing for a release window.
